Biography:  Philippe Renaudière is Head of the Data Protection Unit in DG Justice, Freedom and Security at the European Commission. Philippe is a Belgian lawyer and has been with the Commission since 1987.

Data protection – how far we have come and where we are going

Conference topic:  Francis Aldhouse will draw on twenty years experience of data protection to identify changes and benefits that the office has achieved and to suggest ways in which data protection might be carried out more efficiently and effectively.  He will look at some of the policy challenges facing data protection authorities and try to suggest ways in which the Better Regulation agenda might be applied to data protection enforcement.

 

Biography:  Francis Aldhouse is the Deputy Information Commissioner. He joined the Data Protection Registrar's Office (as it then was) in 1985 from Surrey County Council.  He has directed the registration, administration, complaints, publicity, investigations and strategic policy functions for the Commissioner. He now leads the new team developing policy guidance on data protection issues particularly at European and international levels.

Conference topic:  Ashley will speak about the recent trend of the Courts to be less data subject friendly than was envisaged before Durant.  Policy seems to be uncertain in this area and especially where data are partially processed automatically.  Ashley will speak of whether it is possible to reconcile policy with the view of the courts.

Biography:  Ashley Roughton is a barrister specialising in data protection law at Hogarth Chambers.  He was counsel in both the Johnson case and the Smith case.

Biography: 
Neesha Patel is the Data Protection Officer at GE Consumer Finance Home Lending.  She is a qualified solicitor and worked in private practice before joining GE in December 2004.  Neesha is responsible for overseeing Data Protection compliance across GECFHL.  This includes drafting and signing off contracts and scripts with Data Protection touch points.  Neesha advises the business on data protection issues and queries and is responsible for raising data protection awareness and training throughout the business.  GE Consumer Finance meets the needs of over 100 million customers worldwide.  It is a business unit of General Electric Company.

Biography: 
 Paul has worked in the Civil Service since 1979, carrying out a variety of policy, operational (both local and central) and finance roles in the Department of Social Security, Department of Health and the Food Standards Agency before moving to then Lord Chancellor's Department in October 2002 to take policy responsibility for the Privacy and Data Sharing initiative. He is now head of policy in DCA's Information Rights Division, with responsibility for Freedom of Information, Data Protection and Data Sharing.

 Stella is a senior associate in Allen & Overy LLP's Communications, Media & Technology Group. Her practice includes multi-jurisdictional outsourcing and international commercial agreements. She has advised a number of US and UK financial institutions on IT and business process outsourcing both on and offshore.

 


 

Understanding the interface between the Data Protection Act and the Freedom of Information Act

 Stewart Room, LLB LLM, is a dual-qualified Barrister and Solicitor, specialising in information and communications law.  He is a partner at Rowe Cohen Solicitors, heading their London office and Data Protection and Freedom of Information Group.  Stewart is the Chairman of the National Association of Data Protection Officers and a member of the British Computer Society Information Privacy Expert Panel.

Conference topic:  Julie will provide an overview of the US laws which regulate the various marketing methods, including telemarketing, email and fax. She will also review recent Federal Trade Commission developments as well as state developments, particularly those of California.


Biography: 
Julie O'Neill is Of Counsel to Collier Shannon Scott's Advertising Law Group.  She counsels clients in all areas of state and federal consumer trade regulation law, including advertising, all forms of direct marketing, consumer credit, and sweepstakes and other promotions.  Ms O'Neill also advises clients on compliance with state and federal privacy and information security laws, and she is a regular contributor on privacy law developments to two privacy law publications.

Prior to joining Collier Shannon, Ms. O'Neill was an associate at Arent Fox Kintner Plotkin & Kahn in Washington, DC. She also served as a staff attorney in the Federal Trade Commission's New York regional office, where she investigated violations of federal antitrust and consumer protection law. Ms. O'Neill is a graduate of Georgetown University Law Center.

Biography:  Bridget leads the Data Protection, Freedom of Information and Privacy Team at City law firm Barlow Lyde & Gilbert.  She advises widely on data protection issues particularly in relation to the cross-border movement of data.  Bridget also has extensive experience of data protection regulation, including drafting policies and procedures, conducting data protection audits and risk management reviews. Bridget is a member of the British Institute of International and Comparative Law Data Protection Research and Policy Group.
